In 1926 an African-American U.S. Navy truck driver named is told to report to duty at a Civilian front Company for global Navy Intelligence operations as "other duties as assigned". When he meets "The Replacements" and travels the World with them, he discovers why the U.S. Navy "Knows everything" about their opponents but also how the War Department is able to conduct intelligence operations anywhere on Earth unseen.
